Eligibility Criteria

Current 2027 international route and programme-specific tests apply.

Bachelor degree or equivalent with good academic results; normally age 18–35.
Non-Chinese citizen with a valid ordinary passport, meeting Ministry of Education document 教外函〔2020〕12号; nationality eligibility is individually reviewed.
Good physical/mental health, friendly to China, no drug-use history and no criminal record.
Non-native English speakers submit valid TOEFL 80+, IELTS 5.5+ or Duolingo 100+. Native-English applicants follow the guide’s test-document condition; no automatic prior-English-medium-school waiver is established.
The guide specifies birth before 1 September 2009 and guardian documents for applicants under 18; seek individual confirmation rather than assume an absolute age exception.
Open to: Non-Chinese international applicants satisfying the exact ZJNU 2027 programme requirements
Current 2027 literal-English route; no broader Chinese/mixed-language parent or internal direction treated as an extra award. Official international MPA page corroborates nominal 2 years and max 4; government-management/public-governance are directions, not separate degrees.
Qualification wording: Master of Public Administration (MPA), exact current catalogue/official international MPA programme designation
Admission, funding, campus allocation and any individual study plan require university approval.
